The real issue here is the medical clearance for Bailey following a November incident in which he was shot twice in the head. Bailey continues to seek out physicians and neurologists as he continues to recover, but recovery to the point of playing NFL football is a much higher threshold than recovery for the general population.
So while he continues to make physical progress and we should glad to see as much, there's also fair skepticism to be had regarding any legitimate chance at ever being able to play NFL football again.
