Whoa! Hold you horses. It was reported earlier today that the Rams were in serious talks with Williams and a deal was pretty much iminent.
Now, league and Rams reports are brewing that even though the talks are still underway, the Rams and Williams are still not even close to getting a deal done.

Does this mean Williams will not be Ram? Absolutely not. The Rams know a backup to Jackson is extremely important, but at the same time the Rams need to protect the long term future of the franchise.
One can only speculate when or if Williams even signs, but I wouldn't worry just yet if you're in the Cadillac camp.
