Why Not?

After browsing the web, I found this. Why not? His self explained scouting report is as such :

When asked what he would bring to an NFL team at this point, Tillery found it easy to give a scouting report. "I'm not that tall, but I'm a long strider and I can cover a lot of ground. I catch everything! Not a great route-runner, but I'm a good route-runner and I'm very athletic. I can run after the catch, I'm hard to bring down, and I'm not afraid to go over the middle. I can still run a 4.4, and I still have a 42-inch vertical. I'm a hard worker, I don't drink or do drugs, and you don't have to worry about any of the off-field stuff. I'm a hard worker, and I just want to show what I can do."

He had a very troubled life, with no supporting figure in life. He got into trouble, ok quite a bit of trouble, but he has changed, and now he helps other kids to not make the mistakes he did. After college(or colleges, he went to four different colleges and still completed his degree) he got offers from the chiefs and dolphins, but got into some trouble and was in jail. Now he got an offer from the Dolphins, but then Chad Johnson got released. He is the IFL top receiver, with 172 TD. He may not work out, but at the very least he could provide some competition and at best be a good back up if Quick or someone went down. He may also be able to show Quick how to use his body better, for better YAC etc. Remember, last time we got someone from a "lesser league" he turned out to be a future Hall of Famer, maybe Tillary won't pan out, but it can't hurt to try, right?
